The answer to that is simple — the pilot is a sales tool, designed to wow test audiences, networks executives, and advertising executives. A pilot is not REALLY meant to be the first episode of a show. So they’re spending ten million dollars on these sales tools and then the budgets for the episodes are a more realistic two million
